INTRODUCTION Prescription drug costs are too high for millions of Americans. This cost is compromising public health and putting huge pressures on consumer wallets and the public treasury. In response to these needs, states are looking for workable programs to bring drug prices down and provide additional prescription drug coverage to their citizens. In 2005 alone, over 600 legislative bills related to drug costs were considered in all 50 states.2 Many of these states have looked to drug discount programs in Maine and Ohio as models for their price-cutting efforts. This study compares and evaluates the effectiveness of the Maine Rx Plus and Ohio's Best Rx discount programs, looking at July 2005 prices for 36 commonly prescribed prescription drugs, and at several factors measuring scope of coverage and ease of use. We find that Maine Rx Plus is a more effective program for more Maine citizens than Ohio's Best Rx is for Ohioans, based on the quality of the price discounts, the number of eligible residents enrolled, and the overall design and implementation of the program.
